Youth Development Learning Collaborative

The Oasis Center Youth Development Learning Collaborative is a public-private partnership that is improving the quality of services for adolescents in foster care in Tennessee. Oasis Center provides training, consultation and overall leadership to this coordinated effort to integrate Wyman’s TOP®,  an evidence-based positive youth development approach, into residential treatment settings for youth in foster care in TN.

From August 2013 through July 2014, 9 residential treatment providers implemented TOP® at 15 sites statewide, engaging nearly 1,000 adolescents. Since 2012, this collaboration has created thousands of new opportunities for youth in care to recognize and use their strengths through youth-driven service learning and shows promise for creating treatment settings that are more wholistic and more effective at preparing foster youth for full, productive lives. Collaborative partners include the TN Department of Children’s Services, The Wyman Center in St. Louis, and University of TN Center of Excellence for Children in State Custody, along with participating private providers of congregate care.

The YDLC focuses on three essential goals so that every teen can build a foundation of success from: healthy behaviors, life skills, and a sense of purpose.
